LOA End date bugged if picking before start date. #68

Problem

If picking an End Date before picking a Type or Start Date, the End date date picker gets bugged in many ways.. The Back and Forward Arrow only cycles the months not the years. I was also able to click on the back button and it will only cycle through 4 months Dec Nov Oct Sep and then restarts. It wont go back through the rest of the year or to the previous year. Many things wrong with End Date if picked before the other 2.

Recreation Steps for Issue 1:

Navigate to Leave of Absence
Select Military
Select an end date of Feb 6th, 2025
Select Start date Tomorrow (Relative to testing) ...
Arrows on End Date no longer work and stuck in February, End Date Moth and Year Dropdown doesn't do anyting.
Have to refresh and start again.

Additional
7. Change Type and Both Dates pickers Break

Suggestion

Disable Start Date until Type is selected
Disable End Date until Start is selected and End is able to be populated Start Date + Max Length as possible selections
If type is Changed, clear or reset Start / End Dates
