Need the creation of the Discharge Form to remove Members

Needs to Close the Rank Date
Needs to Close the Unit Date
Needs to set the Status and either just close it or set it to "Dicharged" (Probably better to just drop the "Status" all together. If they Dont have a Rank / Unit They are obviously not Active and they are Discharged.

Possible enhancement instead is we can take the Dates from Operation / Training / Etc and calculate last time did anyting for Lenght of time OR we can take last active on site and use that as their "Active / Inactive" Status

If moving away from "members.state" then need to handle role management with discharges
