Need to work on a flow for Discharging members. This most likely needs to happen after the role system updates.

When discharging a member Close their Unit, close their Rank, Close their Status (Although may be irrelevant if roles = status going forward), Close any LOA's by members who are discharged (No need to worry about LOA's if they are not member)
